I had a similar problem recently, not nearly this bad though
My problem was my virtual memory was full and need some space. It started out with my cursor bouncing all over the place, and graduated to the explorer crashing constantly. Then I had a major error recovery and windows increased my virtual memory and I asked a friend here in my 360 circle and they told me to delete cookies, temporary Internet files and clean up the c drive and defragment . Then run my security scan and see what I turned up. I did not have a virus, but I do think I had ad ware or a spy ware or malicious add on in my browser. After the error recovery and I did all that my PC ran faster than new. I do the routine clean up once a week, sometimes two if I am on line alot.

lol It's a n00b hacker. I would not even call this person a hacker as he just downloaded a crap program. They use programs which leave very big footprints and you could trace them easily.
Just be lucky it's not a good hacker using free-hand techniques on your computer, you would not notice and they would likely be doing you damage.
i'm sure this is either A: someone messing with you "a friend or soemthing. Or B: someone you may have pissed off, maybe even on this Q&A website.
Either way he's new and you can trace them with the right help. Hell, if it's a joke you could even turn it around on your friend.
So your answer: It's a wannabe "cracker" aka: a script kiddie
Further info: Hackers are people with computer mastery... the word "Hacker" was made a "bad thing" by the media. Bad hackers are called "Crackers."

It may be a remote-control program. I would disconnect the computer from the Internet, and see if it makes a difference. If it does, I would highly recommend (if you haven't already done so) installing an anti-virus, anti-spyware, and a firewall.
If, after disconnecting your computer from the Internet, the problem persists, you probably have a connection problem between your mouse and the computer. Unplug the mouse from the computer, then replug it. This may resolve the problem.

Sounds like someone is spying on you, or you have a hacker. At this site you can find software to eliminate spy-ware from your computer.

Are you using a mouse or touch pad? Go to touch pad preferences and check 'turn off touch pad when typing' box.
