No it doesnt, what it DOES do is (in simple laypersons terms)makes the system believe there is no data on the disk enabling it to overwrite the data that is on it. This is why it is recommended that you destroy your drive if you have valuable info on it.

A quick format, changes the FAT(file allocation table-basically a huge table telling your hardrive where to find the files listed on it)telling the harddrive all sectors on the hardrive are open for allocation.
A normal format does the above plus makes sure all beginning and ending sector markers are accurate.
Neither one actually overwrites the data on the harddrive.
You can actually recover all the data on a hardrive after a format, if you do not write anything more to the drive after the format, useing recovery software, and you can usually recover alot of data even if you have written to it. The only way to make sure everything is off of it is a secure wipe, which actually writes 0's to all the sectors on a drive. Dericks boot and nuke is a good free one.

Have you heard of laxatives - it takes all the **** out of your system! Anyway, it leaves your hard disk empty and HEALTHY for a new operating system to be put on it.

P.S. Don't try formatting your disk drive on your own if you are an amateur. Get a professional(??) to do it for you.

you CAN get it back, but it's time consuming and rather expensive..
