The very first one, "The Sneeze", it was a very lusty sneeze.
Actually, as some account it, the very first film where the director chose a woman and her clothes because she looked sexy should hit the nominations. From early on, the revealing attire normally reserved for vaudville stages, was open for the public to see. It challenged the sense and morality of the public. This was new and tantalizing technology and people flocked to watch that astounding thing called motion pictures. Any time a little leg, a dress that draped but displayed a woman's shape was proclaimed pornographic at city halls and churches around the country. This was the Victorian age, and flesh was not displayed.
I had an aunt that died recently. Shortly before she died she was dividing up things and as she showed my mother a book, they found a picture in it and both gasped together--"Is it her?!?" Their father had a sister who went west to Hollywood very early on and was in silent pictures. The shame was so great that the family disowned her and disavowed her--it was as if she did not exist. But my grandfather saved one picture, quietly put away, of a sister he would not speak of, but would not forget.
Again, in those days, the very first time, whenever that was, when a pretty woman was portrayed as a pretty woman, it was, in the minds of that culture, pornographic.

Naked Hands in 1918 an American B&W Short film was the first film to ever show a sexual scene.
However the oldest film showing full frontal nudity is Investigation in movement, an educational film studying the movement of muscels in men and women. It was filmed in 1889.

When movies were invented. 1860s. The first movies made were nude people to study movement. I doubt the 'general public' watched those to study movement like the maker intended.
Purpously made stuff has long been nameless and obscure so no title, date or names.
