But he told me that he did that in advance because he want to have a gift from me!3 days before his birthday,I give him optical mouse!During his birthday he did not showed up and instead celebrated with his new friends and cousins!What do you think,is he worth being a bestfriend?

What type of Best friend is he? He choosed his "new" friends and cousins over you? even if he had a birthday dinner so both of you's can be alone_he still could have called and asked if you wanted to join them. Well, if they were going to do dumb and obnoxious things, then it's best that you wasn't there. Still, I would at least expect an invitation from him. Then you say no but at least you know that he wanted to include you in the plans. Tell him that and see what he answers back.
