We are not married but want to be. Should we marry there / here? Does it make any difference? How long does it take? Can she come as a non-citizen?

You should write a letter to INS (Immigration Naturalization Service) so that you may request her and be her "sponsor". She needs to get a temp visa to visit the US with her INS in the Philipines, and when she comes, GET MARRIED TO HER! Once you are married, the paperwork begins. It can take anywhere between 2-5 years for her to become a permanent resident and maybe longer for her Naturalization in the US.

The fastest way is fiancee status. You should come here first, I mean on the Philippines. Take photos, save the email correspondence. After that, take these evidence to your embassy and file a petition so you guys could marry there.

You better go to where she is at becasue she can get a Visa faster there than here. IF she applys in the States it could take years with all this crap going on. Marry her there and apply there and bring home your sweety and you will be her sponsor.

Go to immigration, and file for her to come to the U.S. From what
I'm told it takes 20 years, before she can come to the U.S. But if you bring her to the U.S. thenyou have a better chance that she can stay, then you file your papers.
