The easiest way is to keep your bin covered with a tarp, and turn it often. It will generate enough heat that the wasps will be repelled. The next best option it to plant flowers around your bin that repels insects, like marigolds.
Also, if you are composting a lot of food scraps, try to keep them covered by your lawn clippings. The wasps want the sweet peelings, not the grass.

I'm assuming yu're talking about yellow jackets. They start getting a little nutty toward the end of summer when they get frantic in their food and sugar quest.

You might try putting waps traps (lures) around it.

there are great wasp killings gadgets on the market. The one i like best is the one that allows them in but not out.. try your local hardware store for them. no chemicals are used...
