Fuel is metered to a cylinder on the engine via the carburetor. This carburetor has a jet in it that maintains the flow of gas. The choke controls the amount of air that reacts with the gas in the cylinder to make combustion. Air, or more exacting, the oxygen component of air, is required to make the gas ignite and thus force the piston in the cylinder downward. This motion, perpetuated, drives the camshaft that will drive the engine output be that a belt drive or the mowing blade itself.

There are many different brands of engines, and they all work different... On most newer engines, they have done away with the choke altogether in favor of a fuel enrichener...You know, the bulb you press a few times to start the engine. This injects raw fuel into the intake. Older engines restricted the airflow ( butterfly valve ) to achieve the same results, more or less. Wish I could be more help, but to do that I would need specific info on your engine...( make, model, and serial #'s )

Well if its a push mower, you may need to take off the shroud cover and check the air fin for the governor. It might have debris, grass, or twigs in the way keeping it from moving properly. Move it back and forth making sure it moves freely. It could be an air leak somewhere causing the engine to get too much air. check any fuel lines or bulb pump for cracks or tears that might be causing an air leak. Or it might be that its not getting enough fuel, in which case you may need to take the carburetor apart and clean it. just a few suggestions

The choke is a feature that enriches the air fuel mixture by restricting the air flow to make it easier to start the engine. A richer mixture (more fuel) is easier to ignite in a cold cylinder. Once the engine is running, the normal air fuel mixture is best for good engine performance.
Many newer engines have a plastic bulb that you squeeze to squirt extra fuel into the cylinder to achieve the same result.
