yes if you know how to roll the dice... or you could always put dots on the other sides to make it look like sixes... then you'll roll sixes everytime!

1. Loaded Dice, Yes to a degree. All things being equall, the dice will land on 6, save an earthquake
2. No
Unlimited rolls(I'm talking about Millions and Millions of time on the same surface). I would say that the loaded dice would land on that one side so many time that eventually it would wear down so that the weight would not matter.
Or, if you changed out loaded dice, the surface would become concave from wear and form a concave surface, This could cause the dice to skip , or roll over more and reduce the advantage of the loaded side. Of course you could change out the dice and surface, but then you would just be using my first answer.

1. Human, no.
The odds are just to great against you
2. Machine, more likely yes
I actually remember a star trek where "Data" the human looking robot realized that he could easily roll anything he wanted because he could perfectly factor in the pitch speed, gravity, wind, temperature , and the shape of his hands whilst tossing the dice. He racked up a large amount of money fast. This answer is unlikely because no machine in todays could accurately to the dice like that

Yes. Besides having loaded dice, you can learn how to handle the dice so that it can be done. I know how to do it.

No.. rules of probabilty play a role.. not possible unless you manioulate the dice by making it heavier on the opposite side of six

being a maniac for backgammon I think I know the dice a little.
Logically I dont think we can control the dice in all honesty.
