Yes, they did. That's a very interesting observation.
The first response that popped up in my brain is this may be due to their respective culture and religious beliefs.
I do believe that Christianity and Western culture carry a higher degree of collective shame and guilt than do Shintoism and Japanese culture. This is neither better or worse - it's just different. And that difference affects how they accept the facts of what happened and how they carry on.
But that's just a cursory analysis. An in depth study of this by people who have the background to understand these societal phenomena would be a very interesting read, if such exists.

Absolutely. The Japanese were actually worse with their war crimes than the Nazi's the main difference was that they didn't have the technology that the Germans had. Also many Americans Identify with their European heritage so the wholesale slaughter of the Jews affected us more and finally the German people were brave enough to face their demons and flatly denounce them while Japan has not. Wait one more. The Japanese culture is based on deception they say one thing and mean another which is fine if you are Japanese but very confusing for a gaijan which I believe is how they denied there own past

The problem with the Japs is that they just pretend the DISGUSTING , vile and inhuman atrocities their soldiers committed against POWs (many of which were civillian women and children) just didn't happen. Japanese kids are't even taught about it in school! So they feel they have nothing to apologise for.
Shocking and appalling for a country which likes to see itself as so advanced.
If I could I would make the whole of Japan sit down and watch documentaries on the burnin alive of women and children, the crucifying of soldiers who were dying of cholera and dysentry, the testing of anthrax on human beings, the inhuman behaviour of the Jap guards on the Burma railway towards their prisoners, bayonetting, burning alive, torturing - I would make them sit through every single friggin minute of this. And then see how happy and smiley and in touch with the rest of the world they are.
If they have any decency they'd be hanging their heads in shame and offering apoligies to the rest of the world.
BTW no I'm NOT A BLOODY AMERICAN before anyone pipes up about Hiroshima!!!!! I'm Welsh.

I don't feel with you.
The Germans have taken a lot of stick for killing the Jews.
They feel sorry about it, and people keep bringing it up, more than 60yrs later.
The Japanese have faced no trouble for exterminating as many Chinese as they could.
So, they don't feel sorry about it.
Easy huh?
