Cheesecake factory (located in the Forum shops at
Caesars) would be a good spot.
It is very popular and gets very crowded, especially late at night
The restaurant is just in the far North side of the Mall, near Niketown

If you want a variety of things, Bellagio and The Venetian both have VERY nice buffets (about $20 a person if I remember correctly so right in your price range). If you go for lunch and you want a fantastic view try Mon Ami Gabbi the french steak house at The Paris (it's my favorite restaurant in all of Las Vegas). Those are all on The Strip. If you're looking for off the strip, there are a few places in Summerlin that are nice but no too pricey. I like The Melting Pot (it's all fondue style but not just desserts- you can cook your own meats and stuff) and Agave (a Mexican style restaurant with the most impressive tequila menu I've ever seen. Yama Sushi is the place I go for a fantastic, all you can eat meal for about $25. You sit at the bar, order exactly what you want, and they prepare the items one at a time so they are fresh! The portions are very generous, and they allow you to order items like teriyaki, tempura, edamame, etc. in addition to just "sushi."
Truly Art on a Plate! Highly recommended!

Planet Hollywood in Ceaser's is great and you can go to all the shops on the way out.

Barbarry Coast...next to the Flamingo has prime rib for like 9.99 and it is very good.
