Some scientists indicate that the gravity force is an electrical phenomena =is this pseudoscience?

That is pseudoscience. It's totally nonsense. However if you say electrical pheonomena are the consequences of the gravity that is not pseudoscience. In 5 dimension General Relativity, Kaluza and Klein showed that the gravitation and electromagnetism can be combined into a single theory which is 5 dimension General Relativity. By the way, Earth doesn't have net magnetostatic charge, even though it has a magnetic field. By the way, scienctists are not sure whether there is such thing as magnetostatic charge.
