A substance that yet has to be created on earth. But if it would excist it should be read as the 115 in the periodic table. According to Robert Lazar thats the substance he came in contact with when he was working at the Area-51. It's used in some way with the propulsion engine in the crafts to create anti-gravity. When Element 115 is modified, claims Lazar, in a certain combination of protons, neutrons, and electrons, it will produce a stable form of itself.

Like most elements above Uranium, 115 is very unstable and does not normally exist in nature, it has to be man-made in a particle accellerator, by bombarding Uranium or other trans-uranics with protons. Its other proposed properties and reactions are pure science fiction, however.
Antimatter, though it is made in a particle accellerator, is NOT made by bombarding element 115 or any other gross element for that matter. Antimatter is created under very high energy states by the inter-actions of subatomic particles. Only the very lightest elements have been briefly re-created in anti-matter, mostly only positrons (anti-electons) and negatrons (anti-protons).

I don't know whether or not 9/11 was created by our Govt., but I do know that they have taken full advantage of it to strip Americans of their civil liberties. When the people are in fear, it is easy to pass laws that would otherwise never be allowed. The fear of this so called "war on terror", a war that will never end as we chase 'evil doers' in caves, will continue to allow unconstitutional laws to be passed. Hence, NSPD 51, HSPD20, which gives the President full control over all other branches of the government in the event of a "national emergency" which is broadly defined. Put the people in fear, and they will beg for solutions while being blind to what is really happening.
