You must be talking about local, state, or federal government.
Have you ever heard the term you can't fight city hall? Well that is pretty much true. However if you are persistent and eventually get hold of the right person it can make a difference.

As you have not provided specifics there is no way to speak to your actual problem. If you get no action from that system you only have two options. Lawyer's, or the press. In either case you better have your stuff together before you do or you will get nowhere.

If nothing else works get Jesse Jackson to come and cry for you on TV. If theres a TV camera around he'll be there for ya.
