br549 has it right. There is no "tie goes to the runner" rule in baseball....just something that sandlot kids made up. The runner is either out or safe...not safe because there was a tie...it isn't a courtroom..there are no lawyers only a judge and what he says goes...right or wrong...he can't even say the runner is out....oh wait a minute I think I made the wrong call....he was safe...yeah he is safe.

It's like criminal law-innocent till proven guilty. The runner is presumed safe until proven out. If it's too close to call, the defense hasn't proven that the runner was out; therefore the runner is safe.

There can be no tie. Either the runner reaches the base first, or the ball does.
The umpire can rule an out, or a safe, but no tie. Therefore, it can't happen!

Thats what they say but its not neccessarally true. In most cases the umpires give the edge to the fielding team. I dont know why it happends but it just does expecially at first base.
ex:Javier Lopez running to first on the Red Sox in the late innings of last nights game against the Royals

Because he had to RUN the 90 feet while the guy in the field merely had to THROW the ball to first.
