well not like that, but similar it is going to happen, and already now is happening... but it will not be as fast as in a science fiction...see, people are like parasites on a huge organism - earth. so there are two options... the parasites are killing the donor and them self in it, or the donor is killing the parasites.
Well, the 3% remaining will be on their own. The first step would be to built survivor groups... > human nature. The left creations of the civilization will give them probably some supply, but absolutely not optimal for a long term...or for development of a new society. It means back to basics, to nature.
Still, the globalization will give to the survivors an option of a general control over the earth sources and worldwide communication. But that would be definitely a reason for violence, and more destruction.
About the survivors... most from country side, cut from the civilization, having own food and water supplies. So to the answer above? or above above?... they will have the required skills to survive.
I guess i would stay where i am... in the jungle...

The reality is that even the great plaques of the past only killed around a third of the populations. But for the sake of speculation:
A person would need to know more than they would need supplies. What I mean by this is that a person would have to have working knowledge of areas to avoid - knowing WHERE chemical dumps are is vital. Storage containment areas would have to be avoided for decades as containers degraded and leaked.
Knowing how to purify water rather than store it is vital. Having a basic understanding of mechanics and practical construction would be essential.
Farming is the REAL cornerstone however you look at it. With a population reduced to 7 millions people world wide, you are a level LESS than the population of the world total at the start of the Roman Empire! I'd have to look it up, but I tihin you'd be almost down to the level humanity was at at the end of the last ice age.
Food production would be the key to survival and re-growth. Knowing how to tend crops and protect them from animals, harvest and store any eccess - these are the foundations for cilization. Without an excess of stored foods, you cannot have the time required for anything EXCEPT sustenance exsistance.
After that thigns should progress quickly... Once you figure out what to do with billions of dead bodies rotting everywhere, much less what to do with the disease spreading from those bodies and the millions of homes with pets trapped and dead inside.
A lot of clean up or relocation to an area that is less populated would be smart. Give the larger areas at least 15 years to clean out.

It's going to depend on which 97% is killed, what type of plague it is, and which areas are effected. If the only survivors are those without any real training scattered around the world, the human race is in serious trouble. But if the 3% includes a lot of individuals with the type of knowledge the human race needs to survive, and enough of them are women so we can repopulate, we may be able to eventually rebuild. As to how long we would have to remain in germ-proof bunkers, it's going to depend on how long the germs can live without a human host.

We can't plan on something as horrible as that. No plan would be effective. Between our families at work and school, it is very likely we would be involved in the plague. I guess only those very rural communities might escape at least at first.... the worst of it.
Even now, while things seem somewhat normal, you should have a supply of nonperishable food and stored water. It just makes common sense. But at some point if horrible events go on too long, you will run out of supplies.
The scriptures say "Be anxious about nothing, but thru prayer and supplication, make your requests known unto me". We can't be fretting about tomorrow. We have plenty to worry about today.

Uh, that really can't happen - people quarantine well when the **** hits the fan.
But really, the only thing you CAN do is pick up the pieces and start society again.
Effective measures.... well, depending on how the disease is transmitted, you need different methods. A biosuit would be effective against quite a few things, but not against, say, water-borne infection.

well, if the world was dying from plaque, then humanity's survival would rest in the hand of oral hygenists! But, if it was a PLAUGE that wiped us all out, and if we were to lose all but 3% of our population, the remaining 3 would repopulate the planet, collect literature and archives of the time before the plauge,and hope humanity would survive.

the most important thing will be to find the remaining doctors and engineers. they know things that would take us ages to relearn if lost. then, a power source. there will still be over 10 million americans left, and we need to begin to deal with things like power, water, and food immediatly.
it would be survivable, but as with any age in history, the most important thing will be knowledge. retaining our knowledge of the scientific laws that govern this world will allow us to move forward, no matter the catastrophe.

I think you meant plague unless you are talking about dental hygiene so severe it kills everyone on the planet.:-)
