I recently purchased a 1992 Honda Elite 80 with 400 miles. It will not
run. The scooter has good compression, fire and gas is getting to the
carb.I pulled tank and cleaned. I checked fuel petcock-it works. I
checked bystarter-it extends from 22mm to 25mm. I dipped carbs in
cleaner (several times). I cleaned all valves with guitar strings.
Float works. Air box looks complete. Exhaust was pulled-its clear. If I
use drain screw on bottom of carb bowl and drain out the fuel in the
bowl-it will start then idle rough for a few seconds-then die. The only
way it will start back up is to repeat the process and drain fuel out
of the bowl. Is this a carb or vacuum problem? Does the bystarter valve
use an o-ring? The o-rings and gasket in the carbs are marginal at
best-could this be the culprit? Is a rebuild kit available for this
carb?

Hello Everyone
Thanks for all the good advice. I went out and tried to start scooter today. It magically started. However, it will only stay running with full throttle. Once throttle is released it dies. I was just about to give up hope and it showed signs of life. Now I have to figure out what is wrong. Any help is greatly appreciated

-A carb rebuild kit isn't going to do anything. You'll get a float needle, maybe a pilot jet and o-rings.
-With a spray can of carb cleaner, remove the pilot jet and spray through the carb where the jet was, to make sure the passage way is clear. The spray should go through carb and out another opening.
-Remove the choke (bystarter) and spray into the choke pick-up tube to see if that circuit is clean.
-The choke should have an o-ring.
-Where the carb bolts to the engine, it should go - carb, o-ring, plate, o-ring, intake manifold. Make sure the tube sticking out of the plate is connected and doesn't leak.
-Check that the idle screw (the one that touches the throttle slide) isn't adjusted to much. Screw it in until it just touches the slide and tighten it to lift the slide 1 mm.
-Your scooter is over 10 years old. 400 miles isn't a lot and could be false. The previous owner could have changed the speedometer (because of an accident or to deceive) or removed the speedo cable when he owned it.
-Intake and exhaust valves could be tight or leaking. Check and adjust the valve clearance.

Man, sounds like you've covered almost everything!!
Only things I can add:
1. Float works, but is the level set correctly?
2. Is there a little tap on the fuel line that needs turning off everythime you park? (most bikes have this to stop fuel running down with gravity and flooding the carb - although I can't remember scooters having this on average!)
3. Oil/Fuel mixture right? Too much 2-stroke oil, and you can have running problems.
4. If it uses oil injection, is this working properly.
5. Biggest bugbear of 2 strokes - spark plug fouling! Did you clean and re-gap it? Sometimes I found making the gap a little narrower than spec helps.
6. Oh, are you getting enough power to the spark plug? Coil may be faulty etc!!

(I'd also consider re-boring. And mothballs in the petrol DO give extra horses!!! See Mythbusters!)

It sounds as though the slow(pilot) jet plugged up again with a piece of trash.If I remember correctly,that fuel valve is vacuum operated,but I don't think that is your problem,since you are getting fuel in the carb.bowl.If it is running at full throtlle,that means the main is clear.So,that leaves the slow jet.Even though you cleaned it once,all it takes is a little piece of trash to stop it up again.I know,this happened to me the other day when i was working on my nephew's 1996 xr250r.Make sure the passage,that the slow jet screws into,is clear.

I had a motorcyle (Yahama 350 xt Dual Sport Enduro) submerged under water. I tried most everything you did, and still no starting. The last resort (which worked) was pulling the motorcycle with a cable behind a jeep going down the street. Yes, what a ride.
It finally burst into life and I almost wrecked into the jeep... so hold
on, but it may work.

check your intake your a seal is leaking somewhere. then troubleshoot by looking online. If all else fails take it to a honda shop. They would be able to tell you what is wrong before charging you for repair

The carb cleaner probably deteriorated any rubber left on the carb. Buy a gasket kit and take the unit apart and clean once again. Be easy with the guitar string because you can end up distorting the ports.

how to fix you scooter:
Step 1: Remove handlebar grips
Step 2: Replace with a real motorcycle
