She probably heard of this already but if she shaves and when the hairs start growing back and she is not on top of it it gets itchy. This is very uncomfortable. Bikini waxing is great. Not only does it look cleaner but she'll feel the difference. She should also grab a pair of scissors and trim them.

Have a talk with her. Or just live with it. Shaving is very uncomfortable for a women in that area because when the begin to grow back the a picky and itchey.
