There are tow that I know of for sure:

Miami: There was a class action lawsuit against the city for illegally collecting a "fire response fee" in connection with ones property tax. The fee was passed with a two year limit to build a new firehouse yet was collected for ten years. The city lost the legal battle and had to reimburse tax payers 7 million dollars. The city council was to set up the parameters for collection. They set the parameters in such a way that the only people who met the parameters were five city council members and the two attorneys who fought against the suit.

And number two the city of New Orleans. For years they diverted federal funds from the leeve districts to local political special interest groups. Two hundred "missing" police officers were found to have never existed. Their pay checks were sent to PO Boxes owned by city council members.
