It sounds like 'The Man Who Could Work Miracles' to me, too - a 1936 film of an H.G.Wells book.

I think there's a film called "the man who could work miracles" (or something like that) where a guy stops the world turning so that the sunset will last for ever (he's trying to impress a lady). All the buildings start falling over and stuff.... honestly... some guys will go to extraordinary lengths to get some.
