Maybe rebuilding it on the same site isn't such a good idea as it was only a miracle that prevented serious loss of live and further injuries to the residents and other businesses nearby.

As to whether it should be rebuilt I guess the answer is yes as the oil has to be stored somewhere but I'm sure that a safer location could be chosen - one that is away from other people and property.

I have no idea why such a facility exists inland when it would seem to make more sense to construct them alongside where the oil is piped or shipped to shore. There are some seriously grotty parts of the UK coastline where the construction of an oil storage depot isn't going to be detrimental to the surroundings.

Alternatively, why not construct such facilities underground. We already have several underground reservoirs and the oil comes from underground in the first place so why not stick it back there well away from people and sources of ignition.
