The main cities have better infastructure, are well connected with the rest of the world and have a large number of other foreign companies also operating there and so many of the cross border/country issues are more easily handled there with all the businesses catering to the foreign outsourcing. When a company chooses to invest, they don't want to have to build railroads, roads, power lines, buildings, schools, educate people, train them in English or do many of the other things that may be necessary. It is nothing against the people of those cities.

Plus, no one knows or cares about every city in every country. I'm in a city of over 1 million people and you have probably never heard about it either. Will you invest in a city you don't know exists? Of course not... You will invest in places you know about.

It is because of better infrastructural support available and because reports of technical feasibility and economic viability of prospective projects are easily available for these towns.

It is not because of less talent in other towns. In fact, the new load is also being taken over by talent of smaller towns but in bigger cities.
