It is because of better infrastructural support available and because reports of technical feasibility and economic viability of prospective projects are easily available for these towns.
It is not because of less talent in other towns. In fact, the new load is also being taken over by talent of smaller towns but in bigger cities.

these cities are preferred because they are a safe bet for investing i.e.they can earn back the money they have invested as capital and further more they can earn profits
