1) Create a blog pertaining to your field
2) Use Yahoo! Local & Yahoo! Groups – Be sure to read the TOS for each one!
3) Write articles pertaining to your field and/or expertise.
4) Advertise on Craiglist
Also, consider signing up for an affiliate program. These programs enable you to advertise on other's sites (your affiliates) and once a sale is made to you, your affiliates & the program are paid a commission.

Where r u from and what is the nature of your business.
Nothing is free but, you can do it in the most cost effective way - may be spend less than 5 dollars.
Do you have community notice boards in your area ? Is graffiti legal in your country ?
Drop a line and clarify my questions, I will tell you plenty of methods - I have done this !

Word of mouth will be your best bet...
Start with a few close friends and relatives... They'll be your "test market"... Get their opinions. Ask what they like and don't like about your products...
If they like what you have, they'll do the advertising for you...
People will trust word of mouth from a real customer than that of any other form of advertisement.
Just make sure your business is really good.

It's a sneaky one, but around my area some flower beds are sponsered by local businesses, and they have a little sign up, maybe try that,.
