There is a phrase:
The Collegium cannot issue directives which must be followed.
How can I change "which must be followed" into an adjective to be placed in front of directive?

What do you mean by "Collegium"?

anyways,

The Collegium cannot issue mandatory directives.

The Collegium cannot issue compulsory directives.

also try:
forced, imperative, incumbent, involuntary, nonelective, obligatory, peremptory, required

2. The Collegium cannot issue directives as compulsory.
