This is an ethical or moral question, not a biological one.
From a biological perspective, it makes little difference. The poor people that freeze because of no clothes or starve from lack of food are merely removed from the population.
From an ethical or moral perspective, it depends on ones valuation of the lives and conditions of other people.

I donate money to a charity and sponsor a poor child in Columbia. It isn't right that some people have no clothes, food, or home while others blow their noses with 100 dollar bills, but unfortuantely life is not always fair. It is survival of the fittest out there and not very sympathetic people. Life can be cold and brutal sometimes.

If they're poor because they just refuse to work and take advantage of other people's charity, yes.

if they are poor, ppl should help them as they can. not like giving them homes and money, no like tring to find them a job or something so they can get home and some money.
