Most are pretty expensive but the best deals are always on www.southtravels.com. They can find you something good. I like the Palm Dubai Hotel which is WAY out on Sheik el Zayed Rd but it has the Hard Rock Cafe, great staff, a fun Irish Pub, and good prices. There are also some hotels in Deira and Bur Dubai that aren't to bad like the Holiday Inn and the Best Western.
Like I said, try that sight. I almost always book through team.

Not sure what is your definition of "not expensive" since eveything is relative, so to speak...
