when someone insults you, you can reply
"I am rubber, you are glue. Whatever you say bounces off me and sticks to you"

It is a childhood saying- like "sticks & stones will break my bones, but names will never hurt me"

(if only this were true!)

Like Tweetymay said...it's a chilhood saying. Usually used after someone insults you or calls you a mean name. More similar to "I know you are but what am I?"
