Yes, don't stay in front of any establishment if you have no business being there. ALSO, if you are there, then take a walk for a few minutes, but return to the same spot, you can also be considered loitering. (or stalking if you are there because of a particular person)

Best way to avoid loitering is to not stay in one spot or area for longer than 15 or 20 minutes if you do not have business to transact with that particular shop or resturant.

Don't stay in one place outside of a store with other people for long periods of time...good luck with your apparent addiction to loitering.
