Washington. That, in fact, was a major reason that there eventually ended up being a two term limit. Of course, Washington could have continued as President since he was extremely popular but instead he stepped down reasoning that our nation was not to be ruled once again by a king with an indefinite period of power in office. That, some will argue, is one of the greatest things that Washington did... having the will and understanding to reject absolute power.

George Washington quit at two--that's why the tradition began. No other president thought they should run for more than 2 terms, since he didn't (FDR was the first to run for more than 2, and immediately after he died, they amended the Constitution to limit presidents to 2 terms).
