Yeah Limewire is free. You have to say whether you intend to breach copyright before you download it (obviously it doesn't let you download it if you say you are) but I'm sure this is just to protect them because you can use it to share other files other than songs which wouldn't be illegal.
For free legal songs try the band or artists official website, they sometimes have free tracks to download. Or the Epitaph records website have some songs to download for free if you like any bands on that label. Alternatively some bands with profiles on myspace have their songs available to download (others you can only listen). I think this is mainly unsigned, unknown bands who just want to get their music heard but it could be worth a try (you don't need an account just to view profile and therefore music).

I'm assuming you mean LEGAL free songs. http://www.goingware.com/tips/legal-downloads.html#intro has a good list of sites that offer free downloads, and explains why you should not risk playing with the peer-peer services like Limewire.
