if its a outdoor light, take out the other screws and work it back and forth till you get it off. if you're reusing the fixture , after you expose some more of the screw you might be able to grab it with a needle nose or pliers. if you mess up the hole you might have to try the next larger size screw to reinstall.

Depends... If you snapped it off by overtightening it, I would recommend a left-hand drill bit to drill it out...in most cases, the bit will get enough bite and it will back it's self out with a minimum amount of hassle, no easy-out required... However, if it snapped off because it is rusted or seized, you will have to drill it out and use a thread tap of the same size to clean up the threads.

visit nearest hardware or home improvement center
they will sell you an attachement for a power drill that will remove the offending screw

Undo the other screws, remove the plate, and breakoff the remaining part of the screw.

try drilling it out but start of with a smaller drill and increase in size until it,s all out.
