why can i open a PC by >> \\computer name or \\IP but i can't ping it ?
there is not installed any Firewall or Antiviruse on these computers (and
there is not IPSEC configured)
windows versions are:
(windows 2003 server) and (windows 2003 server + SP1)
from windows server 2003 i cant ping the other server ( sp1) while i can open
it by \\IP , or i can logon to it by remote desktop.

Though you indicated that there is no firewall installed, are you referring to third-party firewalls like Mcafee or Norton for example, because Server 2003 SP1 has the same firewall that XP SP2 has included in the system. It is possible that this firewall may of been activated and overlooked. Also make sure that both computers are in the same sub-net. If the packets have to travel over separate sub-nets or networks, it may be that they are being dropped by routers.

Using tracert try tracing the computer by its computer name and ip address. Trace-route uses the same ICMP protocol that ping uses and if both come back negative, it is either a name resolution problem or the ICMP protocol is being dropped by the other computer or router if it travels outside your network. My gut instinct is that it is an ICMP protocol issue because you are already connecting to the computer through shared folders via \\computer name or \\ip and remote desktop. Use ipconfig /displaydns at the command prompt. In theory, if there is a name resolution problem the record will not show up in the cache. If it shows up, we can probably say the ICMP protocol that involves ping and tracert is being dropped.

I had a laptop XP connected to a laptop Vista using AOL and sharing the same router. The only problem I had was getting a Vista CD from AOL.

Either DNS or WINS configuration is missing. Check your TCP/IP protocol settings.
