Who (what agency) do I go through to make a report that will affect this tenants rental history?

Sue him in small claims court. If you get a judgement against him, the court may try to collect the dollar amount of damages. Get the judgement filed in the county court house, and it will be a public record.

I dont think there is any for the trashed appt. But for the unpaid rent, you can get that reported to his credit report. Not sure how you may want to contact one of the reporting agencys (Equifax, Experian, TransUnion) and ask them.

First you do a disposition of his account. In detail write up charges for damages, etc. Then you calculate the rent owed.
Then you go to court to file. Then you contact the company you have personally hired (I use DataQuest) and send them the information. They then report it to the credit companies and try to collect.
