You'd logically have to say the most supported teams and what they'd bring to local rivalries. so i reckon Leeds Sunderland and Birmingham probably fits that. correct me if i'm wrong
Personally being from East Anglia I'd like to see Ipswich Colchester and (dare i say) Narridge up there!
