This is for if you are doing it at home.
You cut up regular potatoes so that each piece has at least 2 eyes(the spots where the sprouts start to grow from), usually you use the old wrinkly potatoes that have started to sprout. You should let the cut parts dry a bit and form a little bit of callous, to help keep them from rotting when you plant them.
The seed potatoes that are sold for commercial Potato farmers are specially raised and are small and get planted whole without any cutting, or other treatments.
you should hill potatoes(cover them up with more dirt) as they grow to keep them from the sun. If the sun or other light shines on the potato it will turn green and green potatos are poisonous. They should not be exposed to flourescent lights for the same reason, When you see potatoes that are turning green they will be bitter and have Solanin toxin which can kill you.

From other seed potatoes. Cut up a potato with each eye surrounded by a lump of the potato meat. In early spring, plant the eye, looking up, so to speak.

All potatoes are potential seeds.
Potatoes with the most "eyes" are selected for "seeds" because they can be cut into the most pieces with the retention of approximately 2-3 eyes or more, thereby maximizing the number of plants, or hills, per potato.
