the Persians did have a great and diverse empire, but they had some problems. an absolute ruler and very strong and a somewhat strict religious tradition.
despite the idiocy of innumerable emperors, the roman empire was still able to project its values upon the "world." it tried to teach her sciences and laws to other people; albeit forcibly at times. did it work, i would say yes. was it right... another debate!

I think the Roman Empire was the best. They were one of the biggest Empires in History with great power and they invented many things. I'm fascinated by the ancient Romans- they have contributed to the art, politics and cultures around the world.

Persian was definitely more compassionate and inclusive. eg Cyrus the Great freeing Jews from Babylon 537BCE compared with Roman destruction of Jerusalem 70CE.
