if you're using windows, go to Start-->Run and type in "charmap".
then you can select the characters you need from there.

The accents should be there in your keyboard. In most cases they are to the right. For special characters, go into ASCII code. Click om alt and at the same time in the number pad enter the ASCII code for the character. So, for instance
alt 135 is ç
alt 136 is ê
alt 137 is ë
alt 138 is è
alt 139 is ï
alt 140 is î
etc

You can go to Charmap on Windows (Start > run and type charmap)
or You can go on the internet and type : www.lexilogos.com (claviers > choose your language), there you can write in differents languages with the accents of each language.
On Microsoft Word you can go on Insert > symbols.

you can change the language from the operating system but you can apply that to the keyboard or to any hardware ok then you have to get a kayboard that has that language encripted

Use the quote ['] + e to make é and the [`] + e to make è.
ê is with ^.
