Follow the money.
It's not so much a matter of "Why can't somebody" as "why won't somebody". Time Warner isn't about to shut down their own money-making bots, and the other providers don't want to block Time-Warner's bots because they're afraid of a retaliatory block of whatever *their* money-making annoyance is.
Of course, the only *real* way to stop them is for horny guys to quit *clicking* on them. Yeah, and monkeys might fly out of an orifice of mine..
