Hi,I m a Singaporean married to a Malaysian.Ok lets say if the Malaysian holds a employment status in Sngapore for instance work permit or employment pass,the singaporean must write in a letter to Ministry of Manpower for permission to get married to him.If he has residential status then you can just follow the same procedures as you are getting married to a normal Singaporean.Just apply for your registration of marriage in the rom website which is www.rom.gov.sg.If you are planning to buy a house in Singapore this certificate will help.For Malaysia it really depends on whether you would like to register or not.Your Singapore marriage certificate can identified in Malaysia itself.For myself I only registered in Singapore and had done my traditional marriage in Malaysia.

Question not clear. What "procedures" are you talking about? Legalities? Sing. must register a month in advance at the Civil Registry. If no one comes forward to raise objections, the signatures can be put to paper with 2 witnesses (can be your close friends or relatives) Customary procedures: plenty, depending on what race you're talking about.
