1. Pluto is Mickey's friend not Goofy...
2. Goofy is not a dog, its character imitating Human...

If the question were like, Why Mickey being a mouse has a pet, than my answer is, All Human loves to keep a pet like a dog or cat or anythng else... So do Mickey has one...
