Ignoring for a moment the fact that the Prime Minister can not pass any law he wished (thank god), I would introduce parliamentary democracy back into the UK. I would require that political parties no longer be able to accept any kind of gift or money incentive from any individual. Political parties can be privately funded, but ONLY through an anonymous blind trust.
I would ensure that the boundry system is changed so that all parties would have a more equal chance of victory in an election.
I would definately enact a law requiring the house of commons to vote on sending troops to war and I would make it manditory for any minister supporting the war to serve on the front lines.
I would abolish the way PFI schemes force the tax payer to pay twice for a private enterprise.
I would withdraw from the EU and set Britain on a course to a low tax, enterprise economy.
I would invest in manufacturing and make this country make things again.
I would return to the gold standard, so that money had an intrinsic value.
I would set realistic targets for immigration and assylum.
I would set a minimum and a maximum range of things that the Government should do an pay for, for the common good. Health , Education, Police, defence, Food and water supply, (clean and healthy and devoid of chemicals, additives and toxic rubbish) and ring-fence those things and pay for them. I would stop the creeping privitaisation of the NHS and create a system built on clinical need not artificial political targets.
Education will be education, not politically correct indoctrination. where everychild passes regardless of ability or effort. Standards will raise, respect will be raised, children will be properly fed, clothed and educated in return for their respect for teachers. the cane will be re-introduced for those times when all other sanctions have failed. Exclusion from school will not be an option.
Children will be understood and listened to, but where they will have rights, they will also have responsibilities and punishments will follow bad behaviour.
I would reduce the compansation litigious culture. this way insurance could be reduced and schools, youth clubs, other activity clubs could then afford to have fun again.
Not bad for a days work. It's not eveything I would like to do, but it's not a bad start.

I'd pass a law that said that once a prime minister had lost the confidence of the people, he could be made to step down.
To measure the confidence level would be the tricky part

I'd make sure that a 10 year jail sentence meant 10 years in jail,
All prisons should be attached to secure factories and make prisoners do a job for 8 hours a day. If they refuse to work they should have privileges taken away...e.g. no TV or confined to their cell without anything to do or read etc.
Also anyone who commits a crime against a child should be in prison for at least 30 years. What about that guy in the news...Pleaded guilty to 41 offences of rape, indecent assault etc. against children and got "sentenced" to 12 years (will probably be out in 6. The great train robbers got 30 years just for stealing money. Is stealing worse than abusing children? Madness!!!!

I don't think it's that quick (one day) or that simple (being just prime minister) unless it's a dictatorship it has to be passed through several chanels first
Hypothetically though, I would probably bring back capital punishment, and a three strike policy similar to California, death for anyone convicted of three crimes

No member of parliament should be paid more than the National Average Wage;
Make it a criminal offence for utility companies to waste more than 5% of their throughput and make the chief executive entirely responsible - he or she would go to jail if it isn't sorted or seen to be in the process of being sorted (observed by an independant body);
Raise the Inheritance Tax threshold to 500k.

Everybody would have to do some voluntary work for a month in a different country. Everyone would have to swop jobs with their manager (s) for a week for at least once a year. Proportional representation. Abolish the monarchy.

I would increase aviation fuel taxes to protect the environment, and increase taxes on second homes to stop local people from being priced out of their own housing markets by tourists.
