IPA stands for Isopropyl Alcohol. Yes it can be used as cleaning solvent.

Physical Property:
1.IPA is highly flammable liquid whose flash point is less that 100 deg F.
2.Its odor resembles that of a mixture of ethanol and acetone.
3.completely miscible with water, ethanol, acetone, chloroform, and benzene; melting at -89 C and boiling at 82 C

Chemical properties:
1. It undergoes all chemical reactions typical of secondary alcohols.
2.It reacts violently with strong oxidizing agents. In a fire, it may decompose to form toxic gases, such as carbon monoxide.
3.It is produced from propene by indirect hydration (strong-acid process) or direct catalytic reduction of acetone.

I think that you are refering to IPA as in Iso-Propyl Alcohol.

It is a colorless, flammable chemical compound with a strong odor. Isopropyl alcohol is also commonly used as a cleaner and solvent in industry.
