First point, a man who dresses is not necessarily a transsexual, and a transvestite and transsexual are not the same thing. However, that aside, I believe your question is "does the transvestite label get applied to women who dress butch" While technically, I believe that the definition would indicate yes, society and it's bizarre double standards usually does not equate the two.

there is a difference between a man who wears womens clothes and a transsexual.... a crossdresser is a man who freely identifies as a man and is comfortable with that fact, who enjoys dressing in womens clothing... many many crossdressers are straight men... a man who dresses in womens clothing for sexual pleasure or acts is considered a transvestites and generaly either lives happily as a gay male or questioning transsexual.
a transsexual woman is a person identified as male at birth but feels female, she can not connect with her god given body and has great discomfort with its masculine identity... and seeks out medical treatment to adjust the outside appearance to match how we feel on the inside
a tomboy is often your straight soccer mom type... however many butch lesbians start out in their youth being identified as tomboys... tomboys are ok with the fact they are female but tend to be sorta rough and boyish and not into the typical girl things.. t shirts jeans ect is the typical dress for a tomboy maybe throw in a cap here and there.. with butch there are a few degrees... first you have soft butch with is pretty much the same as tomboy... then you have your regular butch... which is someone you can look at and identify as butch short hair cuts generally and extremely masculine clothing and then you have stone butch...
stone butch lesbians are kinda on the line.. many have issues with some parts of their female bodies and identities and some dont have many if any at all issues with their female bodies and identities... stone butches tend to be your hard core masculine female types... their dress is usually all male clothing alot of stone butches have typical male type tattoos and piercings ect.. and even more masculine haircuts then your average butch...
then you have Female to male transsexual or transsexual men

so no a woman wearing mens clothing and vice versa doesnt make then a transsexual... transsexuals experience a persistant discomfort with their biological sex/gender and the body that comes along with it... at a level that causes major disturbances in every area of life
