I have already got a quote from a garage and they will have to re-spray whole bumper just for one scratch - and it is expensive

Look in the yellow pages and find a "smart repairer". Smart stands for small and medium area repair technology and was devised for jobs exactly as you described. A bumper repair shouldnt cost more than about £40 and you wont see the scratch at all.
Pens and touch up brushes are awful and I have never seen a good job done with them.
Hope that helped.

if you went to a garage and asked to get the scratch repaired it probably wouldnt cost much if its really small, but it depends if the scratch is deep or something
you could buy a new bumper on e bay
if you go in to same car part shops i think they sell spray cans so you could try that, but it would probably be hard to find an exact colour match, i think your best option is to get it done professionally. go in and ask for an estimate on the price before you decide if you want them to do it

Go to a body shop, have them pull the paint code. They will
make you a touch up kit for about $12.
