on the tool bar look for a pop up blocker button, or a tools option, yahoo tools looks like a pencil to the left of the search window open it and change the pop up option. if you are using google just click on to tool bar button. if you use the ctrl key it will allow one pop up to appear, ok if you are just opening the site.

You have a pop-up blocker active. If you have any toolbars installed such as yahoo, they have a pop-up blocker which it COULD be. Internet Explorer also has one of its own. Usually the message contains something you can click to get more info, and this will usually reveal the source.
Explorer is under Tools -> Pop Up Blocker -> Turn Off
In response to previous answer, this is almost certainly not spyware, so you shouldn't need to install or uninstall anything.

you have activated Pop-Up Blocker. In internet Explorer, click techniques, then spotlight pop-up blocker, then click "turn off pop-up blocker" in case you utilize Yahoo Toolbar, click the pop-up blocker button, then uncheck "enable pop up blocker"

you must have your pop up blocker switched on. i am on bt internet and and near my toolbar at the top i have a little icon with a page and a cross on it - if you have something similar click on that and it should switch it off. you might find though that if you do you will get loads of stuff popping up on the screen that is of no interest to you at all and it wil get on your nerves !!

Sounds to me like you have some spyware on your PC, or something that is hooked into your Internet Browser that is stopping the access. My advice is to install an alternative browser such as Opera or Firefox and see how you get on.

you've got a block on, hold down control key when clicking on something to pop up or turn off blocker, you should see it on the toolbar at top?

use admuncher its free and will block all pop ups without getting the annoying box'es telling you pop up blocked.
