sharm is very different to the rest of egypt. i go there every year to dive. its a very relaxed environment with a lot of young people out to have a good time. i have never seen any trouble in sharm in the 12 or 13 or so trips i've done there.
if you do a day trip to luxor or cairo then yes you must cover much more up. watch for pickpockets and blokes that will feel you up in these cities. you dont get this anywhere in sharm. Sharm is really geared up for the tourist there to have a relaxing time on the beach and especially those there to dive.
you can wear a bikini no problem in sharm but dont go topless on most of the beaches as its considerd dispresectful. i have seen a few topless people on beaches that are slightly out of the way or private hotel beaches but in general its not a done thing. it never is in a country with a muslim base.
its a great place - dont listen to people that know someones who knows someone that went to cairo - its like two completely different places to go!

I went to sharm last year - due to fly the day it was bombed! but it did not put me off and we managed to get a flight the following day!
I went topless on the beach, but it was a private beach for our hotel - most hotel have these. I am unsure how they feel about it on the public beaches but i think you find you can get away with it!
It is impossible to walk around in any thing more than t-shirt and shorts, it is just too darn hot, even at night! In the main town you will find many of the tourists (mainly English or Italian) are wearing not very much - and the Egyptians love it as their women have to walk around completely covered!
You do get stared at alot - and my boyfriend was asked on numerous occasions if he could trade me in for some camels, i think the most he was offered was 100 - i was very proud!!!

DONT GO TOPLESS ON THE BEACH
wear little clothes as much as u want but forget bout being topless .
I went to sharm 5 times and dont worry its safe i assure u no terrorist or bombs will be there .

My sis goes there and 1 of the hotels where they go was bombed so always get updates on the safety issues. As for topless mmm just be careful what you sheikh. The religious locals would be offended by your boobs but if it's a private beach or mainly holiday makers then yeah cool.

I was there last year with my girlfriend, in the hotels not a problem going topless.
The rule is you don,t but just keepan eye if others are you will be ok.
Sharm is a great place to visit i was there just after the bombs went of last August. The security was better than ever.
A safe place to go and say.
Have a good holiday and try the Scuba diving

just behave like a normal tourist in ANY PLACE IN THE WORLD (Don't look like an easily scammed one, don't trust unknown strangers)...Sharm El Sheikh is mainly populated by tourists than even egyptian people!....Now I HAVE A LONG ANSWER...

there isn't any strict for foreigners to do any thing in sharm el sheik they can wear what they want, go topless, do what ever they want.
