I looked at both dairy and beef cattle/cows since you didn't specify which you were wanting to know about.

According to this website: www.ipmcenters.org/cropprofiles
the top 5 dairy states were:
1. Wisconsin (big surprise)
2. California (where I hear they're happy)
3. New York (this really did surprise me)
4. Pennsylvania
5. Minnesota
According to this website: www.nass.usda.gov
the top 5 beef cattle producing states were:
1. Texas
2. Kansas
3. Nebraska
4. California
5. Oklahoma
Note all but California are part of the Great Plains States.

1.Texas Cattle & Calves - All January 1 14,100 thousand head
2. Kansas Cattle & Calves - All January 1 6,650 thousand head
3. Nebraska Cattle & Calves - All January 1 6,550 thousand head
4. California Cattle & Calves - All January 1 5,500 thousand head
5. Oklahoma Cattle & Calves - All January 1 5,450 thousand head
