Gramatically incorrect. I think you mean, I will call before 6:00pm

Nope.
There should be a given time frame like "I will call you within 5 pm and 6 pm". Since the adverb within means In or into the inner part; inside. (1)

It would be 'before' 6:00pm. You would only use 'within' if you give two samples of time. Like 'I will call you within 5 to 6.' It can also be put as 'I will call you between 5 and 6'

That's poor diction at best, and wrong at worst.

How about "I will call you before 6:00 pm?" Or if they mean they'll call you within the hour starting at 6:00 pm, just say "I'll call you between 6:00 and 7:00 pm".

No the sentence is wrong it should be "I capital will call you at 6:00P.M within means like 6:00P.M to 7:00P.M.

"Call you within an hour."
"Call you before 6pm, but after 5pm" Give the person a window of time, an hour is good, but if you can cut it to 1/2 an hour that is even better.

'I'll call you before 6 p.m.' is better.

But other than Native speakers use the given sentence as a result of the local-language factor.

Not to be taken as wrong. It conveys the meaning & serves its purpose. Better avoid 'within 6 p.m'

i will call u within 6 hrs
or
i will call u till 6:00p.m.

no, you could say "i will call you before 6 pm" but within would mean that you give a time and a later time, stating that you will call between those numbers. example: "i will call you within 5 and 6 pm."
it could be anywhere between those times.
