It's should be in system tools if you have windows, and most computers do, regardless whether it's a laptop, or desktop :)

depends on the laptop you should have a disc for this with everything including windows on it just insert into drive and start you laptop nomally everything will be erased and the system will be set to as you bought it easy
back up important documents first

click on the start button, then programs, then accesories and finally click on tools, you should should find the restore program there. Good Luck.

a more precise answer would be:
click on start --> all programs --> accessories --> system tools --> system restore
note: this only applies to windows XP

hit f8 upon booting before the windows logo pops up. then it'll ask if you want to restore. just fallow the instrutions from there.
