I need something anyone can open and I want formatting preserved.

I think HTML might be the best one, but I'm not sure whether formatting would be preserved.

I am also considering pdf but I don't think that anyone would be able to open it. Of course Adobe Reader is for free, but not everyone knows which app they need to download...

What about doc or rtf format?

JPEG.. for picutres!
Why not try copy, or select all, then copy, and paste right on the email.
Then there are no attachments.
There are lots of older folks who just don't understand the computer and refuse to take any classes to learn how easy it really is.
Doc or RTF formats?

My time is too valuable to have to change anything.

In the safer side any normal pic format will be very good. That will be opened by anybody irrespective of whether the receiver has Word or not. Thought MS-Word is very common but to be of safe side any picture format like JPEG is best otherwise doc is also very good, if the content is not very big then the size of the file will also be small.
